我国教育政策循证决策的困境及突破 被引量:20

摘要 教育政策循证决策强调依据最佳证据进行教育决策,它是提高教育政策决策科学化和民主化的有效路径。文章从循证决策的内涵出发,通过借鉴英美等发达国家循证决策的经验,从证据的来源、转化和使用三个方面系统分析了我国教育政策循证决策可能遇到的困境,并从规范教育研究发展,保障证据来源;发展循证科研机构,促进证据转化;树立循证理念,提高循证素养,构建方便快捷的证据共享系统等角度提出了应对策略,以更好地推进我国教育政策循证决策的有效实施。 The evidence-based policy-making in education policy emphasizes the education policy-making base on the best evidence,which is an effective way to improve the scientific and democratic decision-making of education policy.This article starts from the connotation of evidence-based policy-making,and systematically analyses the dilemma of evidence-based decision-making in China’s education policy from the sources,transformation and use of evidence by drawing lessons from the experience of evidence-based decision-making in developed countries such as Britain and the United States.This paper puts forward corresponding strategies to better promote the effective implementation of evidence-based policy-making in China’s educational policy,such as standardize the development of educational research to ensure the source of evidence;develop evidence-based scientific research institutions to promote the transformation of evidence;establish evidence-based concepts,improve evidence-based literacy and build a convenient and efficient evidence-sharing system.
