摘要
在「推進合憲性審查工作」的十九大集結號下,全國人大常委會在每年12月份聽取和審議法工委關於備案審查工作情況的報告,至今已持續兩年,伴隨著「未來將繼續堅持下去」的決心與部署,儼然有「形成慣例和制度」之勢。各份年報,不僅是報告已展開之工作的既往之舉,而且承載著「加強備案審查制度和能力建設」建制思路的開來之思。
Responding to the assembly call under the theme "Advancing the Work of Constitutional Review" issued by the Nineteenth National Congress, the Standing Committee of the National People's Congress listens to and deliberates the report of the Legislative Affairs Commission on the filing and review work in December each year. This practice, which has been followed for two years with the determination to "carry it on" as a deployed task, is showing a tendency to "become a routine and system." The annual reports are prepared not only to describe what has been done in the past, but also to contribute future-oriented ideas on "strengthening both the filing and review system and the capacity building".
