The 14th National Congress of the Communist Party of China was held at the time when China's reform and opening-up and socialist modernization undertakings entered a new stage. One of the main tasks of this Congress is:“under the guidance of Comrade Deng Xiaoping's theory of building socialism with Chinese characteristics, carefully summing up the 14 years of practical experience since the Third Plenary Session of the 11th Central Committee”.
