中共十六大是在中国跨入21世纪、进入全面建设小康社会新阶段之际召开的一次全国代表大会。中共十六大报告的一大特色,就是不仅回顾总结了十五大以来五年的工作历程和巨大成就,而且从理论和实践的结合上阐述了自1989年6月十三届四中全会以来取得的历史性成就,总结概括了十三年来的十条基本经验。重温中共十六大关于十三年基本经验的总结,对全面认识新中国历史、用中国理论解读中国实践仍有重要指导意义。

The 16th National Congress of the Communist Party of China was held at the time when China entered the 21st century and a new stage of building a well-off society in an all-round way. The major feature of the report of the 16th National Congress of the Communist Party of China is not only to reviewing and summarizing the work history and great achievements in the 5 years since the 15th National Congress of the Communist Party of China, but also explaining the historical achievements since the 4th Plenary Session of the 13th CPC National Congress in June 1989 from the combination of theory and practice and summarizing the 10 basic experiences in the past 13 years. Reviewing the summary of the basic experience of the 13 years on the 16th National Congress of the Communist Party of China still has important guiding significance for comprehensively understanding the history of New China and interpreting Chinese practice with Chinese theory.
