摘要
通过对近年来中小学生研学旅行的相关系列政策文本的分析,发现中小学生研学旅行政策以转变学习方式、开拓学生视野为实然价值,以增强学生实践能力、培养学生创新精神为发展价值,以缩小校外教育差距、促进教育公平为应然价值。但在中小学生研学旅行政策的价值实现方面却存在着学校“当为”与“能为”之间角色模糊、研学旅行评价体系无意遮蔽以及存在社会性主体权力与权利的边界问题这三大限制。为优化中小学生研学旅行政策,需要制定政策价值凸显的研学旅行管理标准,建立政策价值相匹配的政策体系以及构建价值共享的多元合作机制。
Through analysis of the related study trip policy texts for primary and secondary school students in recent years,it is found that the study trip policy for primary and secondary school students has a real value to change the learning mode and broaden students' horizons,a development value to enhance students' practical ability and cultivate their innovative spirit,and a should-be value to narrow the gap in extension education and promote educational equity. However,in terms of the value realization of the study trip policy,there are three limitations,namely,the ambiguous role between "what should be done " and "what can be done" of the school, the unintentional overshadowing of the evaluation system of the study trip policy for primary and secondary school students,and the boundary problems between the power and the right of the social subject. In order to optimize the study trip policy of primary and secondary school students,it is necessary to formulate the study trip management standards with prominent policy value,establish a policy system which can matching the policy value,and construct the multi-cooperation mechanism of value sharing.
