民办高校科研经费存在的问题与对策研究

Research on the Problems and Countermeasures in Scientific Research Funds in Private Universities

当前,高等教育竞争日益激烈,内涵式发展、重视科学研究是民办高校的必由之路。由于民办高校科研起步较晚,基础较为薄弱,在科研经费方面存在诸多问题,例如科研经费不足,管理经验欠缺,监督审计机制不健全等。为此,各级政府、社会各界应严格按照《民办教育促进法》支持民办高校发展,同时民办高校应拓宽经费渠道,增加经费收入,建立管理队伍,完善管理办法,加强科研经费的管理和监督,促进民办高校科学研究的快速健康可持续发展。

At present the competition in higher education is becoming more and more intense,and private universities should go on the way of emphasizing connotative development and scientific research.Due to the relatively late starting of scientific research in private universities,its basis is rather weak,and there exist some problems in scientific research fund such as the fund is insufficient,management experience is lacked,and the mechanism of supervision and auditing is not complete etc.Therefore,the various levels of government and all sectors of society should support the development of private universities strictly according to non-governmental education promotion law.While at the same time private universities should enlarge its sources in financing,increase the funding income, set up the management team,complete the management methods,and strengthen the management and supervision of scientific research fund,so as to promote the rapid,healthy,and consistent development of scientific research in private universities.
