坚持“两为主”思路,加快提升农产品质量安全水平

Insist on the Thinking of “Two Emphasis”, and Improve the Safety Level of Agricultural Products

近年来,我国各级政府对保障农产品质量安全日益重视,采取了大量措施,也取得了积极成效,但仍存在一些突出问题。特别是农药兽药残留超标问题突出,基层监管力量薄弱,化学投入品监管出现断层,公共信息服务体系和质量信号传递机制建设滞后,政府的职能没有得到有效发挥。从国情出发,新时期保障农产品质量安全,应坚持“两为主”思路,即以县域为主战场、以治理农兽药残留超标为主攻方向,加快健全基层监管体系,真正让监管力量下沉到生产第一线;强化农药监管,从源头上管控农产品质量安全隐患;完善农产品质量标识制度和追溯体系,真正做到优质优价,充分发挥市场机制的作用。

In recent years,governments at all levels of our country have paid more attention on the quality safety of agricultural products,and after adopting lots of measures,they have achieved some positive effect.Yet there still exist some prominent problems.For example,agricultural and veterinary drug residues exceed the standard, the supervision in basic level is rather weak,the supervision for chemical inputs is lacked in some aspects,service system for public information and the delivery mechanism for quality signals--the construction of both lags behind, and the function of the government hasn’t been brought into effective play.Considering the national conditions, in order to ensure the quality security of agricultural products in the new period,it is necessary to insist on the thinking of“two emphasis”,namely,emphasizing the county region as the main battlefield,and emphasizing the governance of agricultural and veterinary drug residues that may exceed the standard.We should quicken and perfect the system of the supervision in basic level,and make the sphere of supervision reach the forefront of production;we should strengthen the supervision of agricultural drug,and control the potential safety hazard of agricultural products from the source;and we should complete the labeling policy of the quality of agricultural products and the system of tracing back--only products with high quality may be sold with high price,and give full play to the function of market system.
