Since the 14th national congress of CPC,the global innovative environment with more vitality has been forming accompanying the new round of world-wide science and technology revolution and the wave of knowledge-based economy.Innovation has become the main driving force and the main theme of the times for the development of global science&technology and culture.Currently,to promote the development of science&technology and culture is the urgent requirement of Chinese cultural building,and also the important task for driving the leapfrog development of science&technology and culture.While meeting the new challenges and solving new conflicts in the construction of science&technology and culture,we should improve the theoretical consciousness of the innovation in science &technology and culture,which in this new period has become the inevitable route for our party and country to be the winner in the era of innovation.
