乡村振兴战略背景下上海市休闲农业与乡村旅游发展策略研究

Research on the current status and future development strategies of leisure agriculture and rural tourism in Shanghai based on the rural revitalization strategy

休闲农业与乡村旅游作为推进乡村振兴的重要手段之一,已成为促进上海农业转型、农民创收、美丽乡村建设,扩大农村消费市场、丰富市民文化生活,推动城乡发展一体化的新业态.上海市自然、人文、产业资源条件丰富多样,乡村振兴战略的提出,为上海市休闲农业与乡村旅游的发展提供了比较优越的发展条件与环境.本文在分析上海市休闲农业与乡村旅游发展现状、发展条件及发展环境的基础上,针对上海市休闲农业与乡村旅游目前存在的缺乏统一规划布局、管理部门各自为政、基础设施薄弱等问题,提出应采取完善规划管理体系、创新政府管理职能、研究用地保障机制、探索多赢经营模式、注重生态环境保护等方面的发展策略,以期为上海市休闲农业与乡村旅游的发展提供一些理论参考和借鉴.

As an important means of promoting rural revitalization, leisure agriculture and rural tourism has become a new type of consumption which can promote agricultural transformation and the integration of urban and rural development. Shanghai has a large variety of natural and artificial landscapes, which provide the superior environment and condition to develop leisure agriculture and rural tourism. By analyzing the development overview, operating type, regional layout, development conditions and environment, in terms of the broader question of the research area, this article puts forward some suggestions for improving the planning management system, innovating government management functions, researching land use mechanism, exploring business model and following closely the ecological environment and so on.
