20世纪初开埠后,安东县凭借其特殊的地域优势逐渐成为中朝贸易的一大重要枢纽。伴随着安东开埠,为了加强对安东地区贸易的管理,中国政府设立了安东海关。同时,日本通过日俄战争和吞并朝鲜,将中国东北的南部地区纳入了其势力范围之中。为了扩大其在东北地区的影响力,攫取中国东北的经济利益,日本利用条约体系赋予其在安东关的特殊地位,对安东关的缉私工作横加阻拦。这一系列破坏工作阻碍了安东海关缉私工作的正常进行,损害了中国在东北地区的经济利益,深重侵害了中国的国家主权。

With the opening of Antung, in order to strengthen the management of trade in the Antung region, the Chinese government established the Antung Customs. At the same time, Japan has incorporated the southern region of Northeast China into its sphere of influence through the Russo-Japanese War and the annexation of North Korea. In order to expand its influence in the Northeast and to absorb the economic interests of Northeast China, Japan has used the treaty system to give it a special status in Antungg, and has blocked the anti-smuggling work of Antung. This series of destructive work hindered the normal conduct of the anti-smuggling work of Antung Customs, damaged China's economic interests in the Northeast, and deeply infringed on China's national sovereignty.
