产业转型升级呼唤地方高校转型发展——基于“中国制造2025”的思考

摘要 “中国制造2025”等国家战略的实施需要大批高素质人才,特别是制造业亟需的从事研发、转化、生产、管理的人才予以保障。引导一批普通本科高校转为应用型大学,正是培养成千上万从事研发、转化、生产、管理人才的需要,而这类人才的培养过程必须与应用型科研及成果转化过程有机融合。要将应用型人才培养落地生根,迫切需要这批高校实现办学思想、办学功能、发展定位、发展方式以及师资建设的转型,厘清深化改革、促进转型与提高水平之间的关系,并以科学的内部治理保障学校转型和更好、更快发展。 The implementation of "Made in China 2025" and other national strategies requires large numbers of high-quality talents,especially those engaged in R&D, transformation, production and management, which are urgently needed by manufacturing industry.It is precisely the need to train thousands of talents engaged in R&D, transformation, production and management to guide a batch of ordinary undergraduate universities to become applied universities. The training process of such talents must be organically integrated with the process of applied scientific research and achievements transformation. To ensure that it will be a long-term policy, it is urgent for these universities to transform in the following aspects: school-running ideology, school-running function, development orientation, development mode and teachers’ construction. It is essential for these universities to clarify the relationship between deepening reform, promoting transformation and improving the level, and to make sure that the transformation and better and faster development of schools with scientific internal governance.
