制度是强制执行的人与人之间关系的行为规范,其作用是尽可能明确地界定不同个人之间的利益边界,规范人们的行为。任何制度的形成与执行都有成本,它是社会总交易成本的一种。体制改革之所以可以促进经济增长,是因为它可以节省成本、提高效率、鼓励创新。改革要使既得利益者“转轨”到新的体制中去。中国的体制转轨是一个漫长的发展过程,要有足够的“历史耐心”,直面可能面对的发展与改革的特殊问题和困难,坚持以一种平和的心态走过我们必须走过的历史阶段,才能实现中华民族的伟大复兴。
