国内外保护地内矿业政策差异及影响分析

Analysis of the differences and influences of mining policies in protected areas at home and abroad

随着全球工业化进程不断加深,各国政府对于本国的环境保护要求日益提高,纷纷建立了有本国特色的保护地管理体系,从环保角度对保护地内的矿业等工业活动进行了严格的规范与要求。党的十八大做出了“大力推进生态文明建设”的战略决策,有我国特色的保护地体系逐步建立,随之而来的保护地范围内已有矿业权的处置方式倍受公众关注。本文通过梳理对比国内外保护地管理政策,分析政策差异所导致的保护地内矿业权的不同处置方式,同时借鉴国外的政策经验,提出我国保护地内矿业权处置建议。

With the deepening of the global industrialization process,governments of various countries have increasingly raised their requirements for environmental protection.They have established their own management system of protected areas,and have made strict regulations and requirements for industrial activities such as mining in protected areas from the perspective of environmental protection.The 18th National Congress has made a strategic decision to vigorously promote the construction of ecological civilization the disposal methods of mining rights in the protective area have attracted much public attention.This paper compares the management policies of protected areas at home and abroad,and analyzes the different disposal methods of mining rights in protected areas caused by policy differences.At the same time,the authors draw on foreign policy experiences,put forward some suggestions on the disposal of mining rights in protected areas.
