摘要
当前,国家正在推动建立全方位、全过程、全覆盖的预算绩效管理体系,随着中国地质调查局升级为财政一级预算单位,将更严格、更全面地加强对地质调查项目事前、事中、事后的绩效管理,地质调查效益后评价一直具有难量化、难表达的特点。本文通过分析效益后评价的对象、内容和方法,探讨搭建效益后评价的指标体系,将指标体系分为经济效益、社会效益、环境效益、可持续发展后评价等4类一级指标、7类二级指标、22类三级指标,并对其中部分指标量化提出了思路。
At present,the state is promoting the establishment of an all-round,full-process and full-coverage budget performance management system.With the upgrading of the China Geological Survey to the first-level budget unit,the performance management of geological survey projects will be strengthened more strictly and comprehensively,and the evaluation of geological survey benefits has always been difficult to quantify and express.By analyzing the objects,contents and methods of post-benefit evaluation,this paper explores the establishment of an index system for post-benefit evaluation.The index system is divided into four first-level indicators,seven second-level indicators and 22 third-level indicators,such as economic benefit,social benefit,environmental benefit and post-sustainable development evaluation.Some ideas for quantitative index are put forward.
