露天开采矿山节约集约利用水平评价指标体系构建

Establishment of evaluation index system for evaluating the level of economical and intensive utilization of open-pit mining

通过对浙江省露天开采矿山开展面上调查和实地调研,分析矿产资源节约集约利用水平现状,提出在技术、经济、管理等方面影响矿产资源节约集约利用水平的指标项。通过矿产资源节约集约利用水平评价指标项标准值研究,分析制约矿产资源节约集约利用水平提升的因素,找准提升矿产资源节约集约利用水平的突破点,确立指标项权重,通过构建露天开采矿山节约集约利用水平评价指标体系,提出建立矿产资源节约集约利用水平考核和监管机制的政策建议及激励约束机制的思路,以矿产资源利用方式转变促进经济发展方式转变,加快推动资源节约型和环境友好型社会建设。

This paper analyses the present situation of the level of economizing and intensive utilization of mineral resources and puts forward indicators that affect the level of economizing and intensive utilization of mineral resources in such aspects as technology,economy and management by carrying surface survey and field investigation of open-pit mining in Zhejiang province.In addition,this paper not only analyses the factors that restrict the improvement of the level of economizing and intensive utilization of mineral resources,finds out the breakthrough point of improving the level of economizing and intensive utilization of mineral resources,and establishes the weight of the index item by studying the standard value of the index item of evaluating the level of economizing and intensive utilization of mineral resources,but also puts forward policy suggestions and ideas of incentive and restraint mechanism for establishing the assessment and supervision mechanism of the level of economizing and intensive utilization of mineral resources by establishing the index system for evaluating the level of economizing and intensive utilization of open-pit mining,so as to accelerate the construction of resource-saving and environment-friendly society while promoting the transformation of economic development mode through the transformation of the utilization mode of mineral resources.
