“放管服”改革背景下基层公务员职业倦怠影响因素研究——基于J市G乡的调查 被引量:2

摘要 随着"放管服"改革的推进,简政放权、优化服务等成为社会各界关注的热点问题。然而对下放的事权是否能被基层政府顺利承接,是否会因压力过大等因素给基层公务员造成职业倦怠等消极问题却关注不够。文章从改革背景下基层公务员的倦怠现状着手,以山西省J市G乡为例,调查了该乡基层公务员的职业倦怠现状,基于扎根理论构建了改革背景下基层公务员职业倦怠影响因素三维度模型,其中组织维度的因素包括组织制度和工作条件,社会维度的因素包括社会期望和社会地位,个体维度的因素包括职业素养,并探讨了三维度之间的耦合机制。在以上研究的基础上,进一步对有效推进"放管服"改革提出了思考和建议。 With the advancement of the reform of"Deregulation & Regulation & Service", the decentralization of power and the optimization of services have become hot issues of concern to all sectors of society. However, whether the decentralized authority can be successfully undertaken by the grassroots government, whether it cause negative problems such as burnout to grassroots civil servants due to factors such as excessive pressure has not received enough attention. This paper starts with starts with the current situation of the burnout of grass-roots civil servants under the background of reform. Taking the G township government of J City, Shanxi province as an example, this paper investigates the current situation of job burnout of grassroots civil servants in the township. Based on the grounded theory, it constructs the factors affecting the burnout of grassroots civil servants in the reform background. The dimensional model, in which organizational dimension factors include organizational system and working conditions, social dimension factors include social expectations and social status, individual dimension factors include occupational literacy, and the coupling mechanism between three dimensions is discussed. On the basis of the above research, further suggestions and suggestions for effectively promoting the reform of"Deregulation & Regulation & Service"were put forward.
