西部大开发20年城乡关系的历史进程与发展成效

缩小城乡发展差距、促进城乡发展一体化是西部大开发战略提出的初衷和目标之一。站在20年的历史节点上,有必要对西部大开发促进城乡发展的政策效果进行评估,回答以下问题:西部大开发实施以来,西部城乡建设获得了怎样的发展和进步,西部城乡差距是否缩小、是否更加趋向城乡融合发展,未来西部城乡发展又应该注意哪些问题,做出怎样的政策创新?通过系统梳理西部大开发20年城乡发展历程、研判西部地区城乡发展状态、分析西部地区城乡关系发展未来重大关切,以"三农"为本、以"东西协调"为机,以脱贫为重,以产业为基,以教育为根,探索在全国区域协调发展中推进西部城乡融合发展的新路径。

By 2019,the Western Development Strategy has been implemented for 20 years.Narrowing the gap between urban and rural areas as well as promoting the integration development of them is one of the original intentions and objectives of the Western Development.Standing at the historical node of 20 years,it is necessary to evaluate the policy effects on urban-rural integration and to answer following questions: What kind of development has been made on the aspect of urban-rural relations in the western region since the implementation of the Western development? Whether the gap between urban and rural areas in the western region has been narrowed? And what problems should be paid attention to in the future development of urban-rural integration in the western region? This paper will answer all these questions by sorting out the development process of urban and rural areas during the past 20 years systematically,studying and judging the state of urban-rural development in the western region,and analyzing the major concerns about the development of urban-rural relations in the western region in the future.
