On the Method of Provincial Governments Seek a Pragmatic and Healthy Development

深入贯彻落实党中央和国务院的决策部署,有效把握重大战略机遇期,着力提高社会经济发展质量,是地方政府执政能力的重要体现。2019年各省级政府根据实际情况,科学规划、因地制宜地勾画下一阶段的发展蓝图,本文梳理总结了31个省级政府工作报告,得出各省级地方政府以“稳增长”作为工作重点,把“稳就业”成为工作重心。此外,本文对地方政府债务风险这一热点话题进行了系统分析,得出在经济下行压力显现背景下,个别省级地方政府的债务风险值得警惕,西部与东北部省份地方政府债务风险相对较高。

It is an important embodiment of the local government's ability to govern to thoroughly implement the decision-making arrangements of the Party Central Committee and the State Council, effectively grasp the period of major strategic opportunities, and focus on improving the quality of social and economic development. In 2019, the provincial governments, according to the actual situation, outline the development blueprint for the next stage. This paper summarizes the work reports of 31 provincial governments, and concludes that provincial governments at all levels have focused on steady growth. Stabilizing employment has become the focus of work. In addition, this paper systematically analyzes the hot topic of local government debt risk, and draws that under the background of economic downward pressure, the debt risk of individual provincial governments is worthy of caution, and the local government debt risk in the western and northeastern provinces is relatively high.
