固原市山区河长制及河湖治理管护长效性问题思考

Thinking on the Long-term Effect of river chief system and river-lake management in mountainous areas of Guyuan city

在分析宁夏固原市偏远贫困山区河长制推行过程中存在问题的基础上,提出国家应设立河湖治理保护专项资金,适当降低偏远贫困地区河湖治理项目地方配套资金比例或全额拨付资金;加强排污口规范化整治及监测力度;加大河长联席会议及河长会议频次,推广应用“河长令”;重视和加强科研院校相关人才培养和技术研究,对现有技术人员进行培训学习等建议,以解决河湖治理管护长效性问题。

On the problems that existing in implementing the river chief system in remote poverty-stricken mountainous areas,this article proposes that the state should set up a special fund for river and lake management and protection,and appropriately reduce the proportion of local supporting funds or full allocation for river and lake management projects in remote poverty-stricken areas;strengthen the standardized regulation and monitoring of the sewage outlet;increase the frequency of joint meetings of river chiefs and meetings of river chiefs,and popularize the “river chief order”;attach importance and strengthen relevant personnel training and technical research in scientific research institutions,and provide training and learning suggestions for existing technical personnel. In a bid to maintaining the long-term effect of river and lake management.
