河长制下北京水生态环境保护管理路径研究

Management path of water ecology environment protection in Beijing under the background of river chief system

水生态环境保护与治理是整体性、全局性和长期性问题。本研究立足于北京市水资源和生态环境现状、政策环境和科技水平、经济社会发展状况,探索河长制背景下以政府(包括河长)、企业(市场)、公众为水生态环境保护共同体的管理思路,政府主导,公众参与,相互监督、支持和促进,共同推进水生态环境的保护和发展。提出推进、改善北京市水生态系统管理的制度措施,对优化城市水生态系统管理、推进北京市落实河长制相关要求、协调水与经济社会可持续发展和提升水生态管理水平提供较为完整的决策支撑和技术支持。

The protection and governance of water ecological environment is a holistic, overall and long-term problem. Based on the current situation of water resources and ecological environment, policy environment,scientific and technological level, and economic and social development in Beijing, this paper explores the management ideas of the government(including the river chief), enterprises(markets), and the public as a community of water ecological environment protection(multiple water ecological environmental protection cooperation communities) under the background of the river chief system with government-led, public participation, mutual supervision, to support and promote and jointly promote the protection and development of aquatic ecological environment. This study also proposes the institutional measures to promote and improve the management of water ecosystems in Beijing, and provide complete decision support and technical support to optimize the management of urban water ecosystems, promote the implementation of the relevant requirements of the river chief system in Beijing, coordinate the sustainable development of water and economic society, and improve the level of water ecological management.
