中欧水利合作的回顾与展望

Retrospect and prospect of China and Europe water cooperation

2012年水利部与欧洲一些国家水主管部门共同创建了中欧水资源交流平台,在政策对话、科技研究和商务合作等方面开展了形式多样、内容丰富的交流与合作。中欧水资源交流平台第7次高层对话会议将于2019年11月在葡萄牙举行,对此回顾总结多年来中欧水资源合作经验,按照水利改革发展总基调要求,从合作原则、合作领域、多部门参与、保障措施等方面提出建议,以全面推动中欧在水领域的深入务实交流合作。

The China Europe Water Platform (CEWP) was launched by the Ministry of Water Resources of China and its european counterparts in 2012. CEWP aims at carrying out the exchange and cooperation in aspects of policy dialogue,science and technology research and business development in the water sector,focusing on the common demands of both sides. The 7th Annual High-level Meeting will be held in Portugal in November 2019. Based on review of water cooperation between China and Europe over the past decades,and in line with the guiding principle of China’s water sector reform and development in the new era,this paper gives some suggestions from the aspects of cooperation principles,cooperation fields,multi-department participation and enabling measures,in order to promote in-depth exchanges and pragmatic cooperation.
