江西锦北灌区农业水价综合改革试点经验

Pilot experience of comprehensive reform of agricultural water price in Jinbei Irrigation District of Jiangxi Province

农业水价综合改革是水利改革发展的一项重要举措,也是完善水资源作为产品价格形成机制的重要组成部分。系统总结了江西省锦北灌区在农业水价综合改革试点中的探索和实践经验,指出了目前仍然存在的主要问题。针对农业用水管理、农业水价核算与农业水费计收方面出现的矛盾和难点,提出了在大型灌区推行农业水价综合改革的若干建议。

Comprehensive reform of agricultural water price is an important measure of water conservancy reform and development,and it is also an important part of improving water resources as product price forming mechanism. This paper systematically summarizes the exploration and practical experience of the comprehensive reform of agricultural water price in Jinbei Irrigation District of Jiangxi Province,and points out the main problems that still exist at present. In view of the contradictions and difficulties in agricultural water management,agricultural water price accounting and agricultural water fee collection,some suggestions on implementing comprehensive reform of agricultural water price in large-scale irrigation areas are put forward.
