特色小镇发展的新趋势——基于理论研究与政策实践的视角

New Trends in the Development of Characteristic Towns——From the Perspective of Theoretical Research and Policy Practice

特色小镇已走过四年历程,经历了从“遍地开花”到“务实发展”的过程,出现了诸如“梦想小镇”“云栖小镇”等优秀的特色小镇,也出现了房地产倾向严重、缺乏特色小镇建设质量评价机制等问题。那么,特色小镇的发展趋势是什么?本文从学术和实践两个层面对特色小镇的理论研究及政策实践经验进行梳理,总结小镇发展过程中出现的问题、解决思路以及确定性结论,从而推论出特色小镇未来的发展方向。研究表明,特色小镇具有三个去向:一是以产业为基础,形成独特的产业生态;二是特色小镇将超越景区化;三是特色小镇质量将更加优化。

Characteristic towns have gone through four years,from “blooming everywhere” to “practicality”.Excellent characteristic towns such as “Dream Town” and “Yun qi Town” have emerged.There are also serious real estate tendencies and lack of quality evaluation mechanism for the construction of characteristic towns.So,where will characteristic towns go in the future? This paper combs the theoretical research and policy practice experience of characteristic towns from both academic and practical levels,summarizes the problems,solutions and definite conclusions in the development process of small towns,and deduces the future development direction of characteristic towns.The research shows that the characteristic towns have three directions:one is based on industry to form a unique industrial ecology;the other is the integration of urban modernization and rural livable environment;and the third is that the characteristic towns have entered a stage of high-quality and differentiated development.
