基于金寨县农村宅基地制度改革实践的思考

Thoughts on the Practice of Rural Homestead System Reform in Jinzhai County

在对安徽省金寨县农村宅基地利用现状调查的基础上,发现其普遍存在宅基地闲置情况严重、户均宅基地面积超标、隐性流转监管难等突出问题。基于此,结合金寨县农村宅基地制度改革实践,提出了要在确保农民合法权益的前提下,农村宅基地退出要充分尊重农民意愿、要规范退出流程、实施差别化处置宅基地超占现象、有序推进农村宅基地“三权分置”,建立健全农村宅基地退出机制。

Based on the investigation of the present situation of rural homestead utilization in Jinzhai County, Anhui Province, it is found that there are many prominent problems, such as serious idle situation of homestead, excess of homestead per household, difficult supervision of implicit transfer and so on. Therefore, combined with the practice of rural homestead system reform in Jinzhai County, this paper proposes that under the premise of ensuring the legitimate rights and interests of farmers, the withdrawal of rural homestead should fully respect the wishes of farmers, standardize the withdrawal process, implement differential disposals of the phenomenon of over occupation of homestead, orderly promote the “three rights division” of rural homestead, and establish and improve the withdrawal mechanism of rural homestead.
