城乡公共文化服务协调发展的实证研究——以湖南省为例

Empirical Study on the Coordinated Development of Urban and Rural Public Cultural Services——A Case Study of Hunan

湖南省城乡公共文化服务发展整体上处于中度失调状态,协调指数分布呈倒U形。湖南省城乡公共文化服务失调发展的主要矛盾在于乡镇公共文化服务发展的严重滞后,其中乡镇公共图书馆发展不足是重要原因。湖南省乡镇公共文化服务的发展由政府主导的供给驱动,特别是由政策驱动,而城市公共文化服务的发展则由政府主导的供给与市民文化需求共同驱动。

The development of urban and rural public cultural services in Hunan Province is in a state of moderate disorder, and the distribution of coordination index is inverted U-shaped. Further research found that the principle contradiction in the development of urban and rural public cultural services in Hunan Province is a serious lag in the development of township public cultural services, in which the lack of of township public libraries is a major problem. The research shows that the public cultural services in towns and villages in Hunan Province are driven by government-led supply, especially by policies, while the urban public cultural services is driven by the combination of government-led supply and citizen demands.
