摘要 粤港澳大湾区建设已上升到国家发展战略层面。湾区教育、人才等要素的互融互通和协同发展,是实现粤港澳大湾区发展目标的基础性条件。找准粤港澳大湾区在教育和人才合作层面的支持条件及现存问题,明确粤港澳大湾区教育和人才合作机制建设过程中错位发展与优势互补相统一;充分发挥市场机制的决定性作用,同时,积极发挥政府的引领作用;打造教育与人才合作创新与交流平台;完善教育、人才的激励措施,搭建创新知识与科技成果转化机制,有利于整合区域优势,提升湾区整体国际竞争力,促进国际一流湾区目标的达成。 The construction of the Guangdong-Hong Kong-Macao Greater Bay Area has risen to the level of national development strategy. The mutual integration and coordinated development of education,personnel and other elements in the area are the basic conditions for realizing the development goals of the Greater Bay Area. Analyzing the supportive conditions and existing problems of the Greater Bay Area in education and personnel cooperation and making clear,in the process of building a cooperation mechanism,each region seeks its own unique development and complement one another with its advantages;giving full play to both the decisive role of the market mechanism and the leading role of the government;building an innovative and exchange platform for education and personnel cooperation;improving incentive measures for education and personnel development and establishing a transformation mechanism for innovated knowledge and scientific and technological achievement - all these efforts are conducive to integrating regional advantages, enhancing the overall international competitiveness,and the achievement of the goal of becoming the first-class international bay area.
