基于超效率SBM的中国省级煤炭产业生态效率评价研究 被引量:1

摘要 为促进矿产资源开发与环境保护的协调发展,实现社会生态文明建设,基于超效率SBM模型和ML指数模型以非期望产出为切入测算我国2013-2017年间各省区煤炭产业静态环境生态效率并对其进行动态环境分析.结果表明:相较于传统DEA模型,超效率SBM模型能更好地解决非期望产出和存在多个有效决策单元的问题;2013-2017年间中国煤炭产业静态生态效率有逐年变好趋势但仍表现为非DEA有效,地区分布上北部沿海地区生态效率值明显高于其他地区,黄河中游、西北和西南煤炭产业的生态效率值排名相对靠后;环境技术效率提高是带动煤炭产业动态生态效率提升的主要原因.最后根据分析结果为煤炭产业生态效率的提高提出了有针对性的对策建议. In order to promote the coordinated development of mineral resources development and environmental protec-tion and realize the construction of social ecological civilization, the static environmental ecological efficiency of coal industry in various provinces and autonomous regions in China from 2013 to 2017 is measured based on the super-efficient SBM model and ML index model, and the dynamic environmental analysis is carried out. The results show that compared with the traditional DEA model, the super-efficient SBM model can letter solve the problem of unexpected output and the existence of multiple effective decision-making units. From 2013 to 2017, the static ecological efficiency of Chinas coal industry showed a good trend year by year, hut still showed non-DEA efficiency. The ecological efficiency value of the northern coastal area was significantly higher than that of other areas, and the ecological efficiency value of the coal industry in the middle reaches of the Yellow River, the northwest and the southwest was relatively lower. The improvement of environmental technology efficiency is the main reason to promote the dynamic ecological efficiency of the coal industry. Finally, according to the analysis results, the paper puts forward some targeted countenneasures and suggestions for improving the ecological efficiency of the coal industry.
