京沈客运专线环境影响评价的实践与思考

Practice and Consideration on Environmental Impact Assessment of Beijing-Shenyang Passenger Dedicated Line

京沈客运专线作为京哈高铁的重要组成部分,将连通东北和京津冀地区,全面助力区域的协同经济发展。从利用地理信息系统和遥感技术进行生态评价、采用数值分析法进行地下水评价、高度重视噪声问题、环评提前介入指导设计选线选址、广泛参与真实反映公众意见等方面回顾京沈客运专线环境影响评价和环保设计的历程;进而从树立生态保护红线意识、依法合规开展项目建设,加强源头控制、采取严格的生态保护措施,坚持以人为本思想、结合工程特点采取环保措施,建立系统设计和全过程、全方位生态保护理念等方面总结经验,以期为铁路更好贯彻生态文明思想、打造绿色精品工程提供借鉴。

As an important part of the Beijing-Harbin high-speed railway, the Beijing-Shenyang dedicated passenger line will connect the northeast and Beijing-Tianjin-Hebei region and help the coordinated economic development of the region in an all-round way. This paper reviews the process of environmental impact assessment and environmental protection design of Beijing-Shenyang passenger dedicated line from the following aspects: ecological evaluation by using geographic information system and remote sensing technology, groundwater evaluation by using numerical analysis method, paying great attention to noise problems, environmental impact assessment intervention in advance to guide the design of route selection and site selection, extensive participation in truly reflecting public opinions, etc. Furthermore, the experience is summarized from the following aspects: establishing the red line consciousness of ecological protection and carrying out the project construction in accordance with laws and regulations, strengthening the source control and adopting the strict ecological protection measures, adhering to the people-oriented idea and adopting environmental protection measures in combination with the characteristics of the project, establishing the concept of system design, whole process and the all-round ecological protection, etc., so as to provide reference for the railway to better implement the ecological civilization idea and create the green fine works.
