On the Path of Supply-side Reform of Basic Public Services for Migrant Workers

农民工基本公共服务供给侧改革路径,首先要使公共服务供给侧与需求侧再平衡,其次以公共服务良性供给提升农民工获得感。以公共产品主体多元化改善农民工服务需求,以整合公共服务资源提升农民工公共服务需求获得感,提升社会力量进入农民工基本公共服务的意愿和动力。在具体措施上,以公共服务事业体制改革为先导,实施农民工基本公共服务与非基本公共服务"并肩行"战略,以建立和完善社会参与服务体系为依托,打造"扁平化"的农民工基本公共服务需求的供给体系,以"互联网+"助力精准服务,解决农民工服务最后"一公里"问题,以"超市化"供应、"菜单式"购买,"订单式"配送,实现农民工服务的供需大体平衡。

The path of supply-side reform of basic public services for migrant workers is:firstly,re-balancing the supply side and the demand side of public service;secondly,improving the sense of access of migrant workers by the benign supply of public services,improving the service demand of migrant workers by the diversification of subjects of public products;improving the sense of access to the public service demand of migrant workers by integrating public service resources;enhancing the will and motivation of social forces to enter the basic public services of migrant workers.Of the specific measures,we should take the reform of public service enterprise system as the guide and implement the strategy of "side by side" in basic public services for migrant workers,building a "flattened" supply system for the basic public service demand of migrant workers by the establishment and improvement of the system which the society participates in the service as a foundation,solving the "last kilometer" of migrant workers by the "Internet" to help precision services,and achieving the general balance between supply and demand for migrant workers services by the"supermarket" supply,"menu-style" purchase,"order-type" distribution.
