社区治理在社区营造中的困境与巩固

Difficulties and Consolidation of Community Governance in Community Construction

社区是居民“生于斯、长于斯”的地方,其运作功能影响着社区居民的社会福祉与生活质量,故“社区治理”越来越受到学术界与政府界的重视。在社区中,逐渐出现一种整合社区居民、政府机关、非营利组织、企业、学校等行动者的社区网络组织,积极推动公共事务,形成多边化的决策模式。在剖析社区治理的重要性与概念的基础上,扼要分析台湾地区过去若干年来推动社区营造的四个发展阶段,指出面对社区营造经验中产生的困境,应构建与巩固社区治理机制,方能凝聚社区居民共识,解决社区面临的种种“疑难杂症”。

Community is a place where residents are born and grow up. The function of community affects the well-being and quality of life of community residents. Therefore,“community governance” has been paid more and more attention by academia and government. In the community, community residents, government organs, non-profit organizations , enterprises, schools and other actors are gradually integrated community network organizations and thus to form a multilateral decision-making model. This essay begins with the analysis of the importance and concepts of community governance. Secondly, the author briefly analyses the four stages of community empowerment movement in Taiwan during past decades. Lastly, the author explores the following questions: What dilemma does community empowerment experience bring about? How to construct and consolidate the community governance mechanism so as to cohere the consensus of the community residents and solve all kinds of difficulties faced by the community?
