“温泉+”视角下特色小镇规划策略研究——以里湖镇石牌温泉小镇规划为例

The Planning Strategies of Characteristic Towns from the Perspective of "Hot Spring+" : Taking the Planning of Shipai Hot Spring Town in Lihu Town as an Example

特色小镇是推进新型城镇化和供给侧结构性改革的创新载体,"温泉+"新业态则让旅游供给侧结构性改革更精准。该文以"温泉+"的视角,在分析里湖石牌存在温泉旅游竞争大、产业发展程度低、资源要素被制约等现实问题基础上,甄别出里湖独有的"温泉"特质、"养生"内涵,按照产业为根、文化为魂、旅游为桥的发展理念,提出了区域资源的差异发展、产业链条的多功能集合、旅游产品的多样化开发、本土文化的激活利用、乡村空间的重构整合、方案实施的保障措施等规划策略。该策略打造了多元服务功能的"小镇型"温泉养生特色小镇,为同类特色小镇规划建设提供有益借鉴。

The characteristic town is an innovative carrier to promote new urbanization and supply-side structural reform, the "SPA+" new business mode makes the structural reform of the tourism supply-side more precise. Taking the "SPA+" perspective, we analyze the actual problems such as the competition of SPA tourism, the low degree of industrial development and restricted resource elements, and screen out the unique SPA characteristics and health connotation. According to the development concept of industry as the root, culture as the soul and tourism as the bridge, we put forward the planning strategies such as the differential development of regional resources, the multifunctional collection of industrial chains, the diversified development of tourism products, the activation and utilization of local culture, the reconstruction and integration of rural space, and the safeguard measures for program implementation, which provides a useful reference for the planning and construction of similar towns.
