Models and Key Techniques of Network Public Opinion Monitoring and Pre-Warning System

网络舆情对社会影响日益增大,如何从海量网络数据中及时获取网络舆情信息,实现网络舆情自动监测与预警,对确保国家安全和社会和谐具有重要的意义。面对当前网络舆情的理论研究和系统实现脱节较为严重的现实,需从系统模型和关键技术层面搭建两者之间的桥梁。借用和改造战场态势分析和威胁估计的概念、思想和方法构建网络舆情监测与预警系统模型,从信息获取、态势分析和威胁估计3个视角分析网络舆情监测与预警的关键技术,并对网络舆情监测与预警系统的发展方向进行探讨。研究成果已用于指导某网络舆情监测与预警系统的实现,对于网络舆情的理论研究和系统实现的融合具有重要意义。

With the growing impact of network public opinion on our society, public opinion extraction and automatic warning realization in a timely manner from mass online data is becoming more and more important, especially in national security and social harmony. Considering that currently the theoretical research of the network public opinion is detached from its system implementation, it is necessary to bridge this gap from the system model and the key technical views. The paper constructs a model of network public opinion monitoring and pre-warning system with the concept, thought and method borrowed from battlefield situation analysis and threat estimation. And then it explores the key techniques of network public opinion from three perspectives including information acquisition, situation analysis and threat assessment. Finally, the paper discusses the development trend of network public opinion monitoring and pre-warning system. The research results of this paper have been used to guide the implementation of a network public opinion monitoring and pre-warning system. It is of great significance for the integration of theoretical research and system implementation of network public opinion.
