“淮河卫士”在淮河水污染治理中的作用可归纳为四个方面:唤起社会关注淮河水污染,提供环境污染治理方面的决策咨询,对淮河水污染及排污口进行长期跟踪调查和监督,对受水污染危害严重区域实施清洁饮水救助和医疗卫生救助。面临的困境:难以获得合法地位,依法维权难以实施;组织运行经费不足等方面。

The role of "Huaihe Guard"in Water Pollution Control of Huaihe River can be summarized into four aspects: arousing social attention to water pollution in the Huaihe River, providing decision-making advice on environmental pollution control, conducting long-term follow-up investigation and supervision of water pollution and sewage outlets in the Huaihe River, implementing clean drinking water assistance and medical assistance in areas seriously affected by water pollution. Dilemma: it is difficult to obtain legal status, safeguard rights according to law;insufficient funds for organization.
