Some problems in the implementation of the 13th Five-Year Plan for ecological environment protection in Inner Mongolia Autonomous Region

本文通过对内蒙古自治区生态环境保护“十三五”规划实施以来在目标指标达标、主要任务开展情况等方面存在的问题进行了总结分析,发现全面实现各项规划指标仍有不少困难、区域性特点,导致部分任务实现难度较大、产业结构重型化导致环境压力逐步加剧、生产力布局分散生态环境改善难度较大、城乡发展不平衡农村环境治理难度较大、环境治理技术服务不满足企业治理需求、生态环境治理工作资金需求缺口较大等几个方面的问题,为下一步规划的实施及工作的安排管理提供一定的参考。

This paper summarizes and analyzes the problems that have existed since the implementation of the 13th Five-Year Plan for Ecological Environmental Protection in Inner Mongolia Autonomous Region in terms of meeting the targets and carrying out the main tasks. It is analyzed that there are still many difficulties in the comprehensive realization of various planning indicators. Regional characteristics have led to greater difficulties in the realization of some tasks, environmental pressure has gradually intensified due to the heavy industrial structure, it is more difficult to improve the ecological environment through the distribution of productive forces, and the uneven development of urban and rural rural environment. The technical service of environmental governance does not meet the needs of enterprise governance and the financing gap of ecological environmental governance work is large. It provides some reference for the implementation of the next plan and the management of the work arrangement.
