乡村振兴中农村资源性资产使用存在的问题及其对策——以胶东丘陵地区S村为例

Problems and Countermeasures in the Use of Rural Resources Assets in Rural Revitalization—Taking S Village in Hilly Area of Jiaodong as an Example

农民集体所有的土地等资源性资产合理的使用对于维护农民合法权益,增加农民财产性收入有着重要意义。胶东地区的S村拥有多样且丰富的资源性资产,但在使用的过程中,受到流动社会中资源性资产自治主体弱化,上级权力、外来资本和部分干部黑恶化势力的影响,资源性资产的法律建设不完善以及村民法律意识淡薄的制约,这导致S村的资源性资产在生态价值保护、经济价值保护、开发、分配上面临一系列问题。资源性资产是乡村形成和建设的基础,决定了乡村振兴必然需要资源性资产的振兴,即资源性资产的合理使用,这也意味着资源性资产的使用需要坚持乡村振兴的策略和目标。

The rational use of resources assets such as land owned by farmers collectively is of great significance to safeguard the legitimate rights and interests of farmers and increase their property income.S village in Jiaodong area has various and abundant resource assets,but in the process of using,influenced by the weakening of the autonomous subject of resource assets in the mobile society,the influence of superior power,foreign capital and some cadres' black deterioration force,the imperfect legal construction of resource assets and the weak legal consciousness of the villagers,the resource assets of s village are in the protection of ecological value.There are a series of problems in the protection,development and distribution of economic value.Resource assets are the foundation of the formation and construction of the countryside,which determines that the revitalization of the countryside must need the revitalization of the resource assets,that is,the rational use of the resource assets,which also means that the use of the resource assets needs to adhere to the strategy and goal of the revitalization of the countryside.
