社会价值体系变化及其交通影响研究

Impact of Changes in Social Values on Transportation Development

在资源条件变化、社会经济制度变革、科技水平提高等因素推动下,多元化、个性化已成社会价值体系主要发展趋势,将引发居民出行需求变化。通过对中国大陆改革开放以来居民社会价值体系变革进行总结及趋势判断,推断未来居民出行的空间范围、品质要求、评价标准均会产生变化。据此提出交通发展在规划建设、运营管理、制度保障上均应制定相应的策略。规划建设上,根据城市特点发展均等化与多样性融合的基础设施;运营管理上,整合多种交通方式,提供集约化与个性化并存的交通服务;制度保障上,完善交通立法,提高社会治理水平,并建立动态长效评估调整模型。

Driven by the changes in available resource, social and economic system reform, scientific and technological advancement, trending social values are more diversified and individualized, which will trig- ger the changes in residents' travel demands. By summarizing and assessing the trend of social values' change since the reform and opening policies initiated in China, this paper states that residents' travel spa- tial coverage, preferred trip quality and assessing criteria will change in the future. The paper proposes the corresponding transportation development strategies for planning, construction, operational management, and institutional safeguard regulations. At the planning and construction stage, it is necessary to develop in- frastructure that can facilitate the regular and special transportation needs based on urban characteristics. While at system operation stage, it is important to integrate different travel modes and provide transporta- tion services that can satisfy both general and individual travel demand. Finally, the paper points out the im- portance of safeguarding the institutional regulations, improving traffic law, enhancing social governance, and developing a dynamic long-term system evaluation model.
