城市街道空间协同规划体系与管控机制探索 被引量:4

摘要 近年来中国主要城市纷纷编制了街道设计导则,但多数是基于设计层面的技术导则,对规划体系与管控机制层面的研究较少。从规划体系层面出发,梳理街道空间协同共治面临的主要瓶颈。借鉴先进城市的街道协同规划制度与管理经验,探索厦门市街道空间协同规划体系与管控机制,以规划案例演示开展街道协同规划管控的一些思路。提出街道计理念将由设计主导、一街一议的改造手段转变为规划引领、街区统筹的协同共治理念;通过完善的街道协同规划体系与配套保障机制在片区层面进行协同管控,能够有效避免街道定性不准、风格不一、控制不足等问题。 Major Chinese cities have developed the street design guidelines one after another in recent years, but most of which are just based on the technical design and lacking the studies in planning system and system control mechanism. Focusing on the system planning, this paper discusses the major bottlenecks in the collaborative governing the use of street space. Referencing the successful experience of street collaborative planning and management from the progressive cities, the paper discusses the collaborative planning system and control mechanism of street space in Xiamen through demonstrating cases of collaborative street planning and control. The paper points out that street design concept will change from the design-oriented and street-based improvement to the collaborative governance concept led by planning with the coordination of neighborhoods, which will overcome the problems caused by unreasonable road functionality, design inconsistency and lack of control.
