论我国环境保护邻避现象产生的原因及化解策略

随着社会经济及科技水平的快速发展,具有环保性质的核电站、垃圾焚烧发电站等建设项目为社会公众带来便利的同时,不可避免会对周边的生态环境及居民居住环境产生一定消极影响,增加了公众对于此类邻避建设项目的抵触心理,致使此类项目面临发展的两难选择。公众环保意识的觉醒,环保法治建设的不断完善,使我国的邻避冲突愈演愈烈,基于此,从政府、企业和公众三者不同层面提出行之有效的化解邻避效应的策略,进而促使城市发展进程中合理布局邻避设施建设,解决邻避冲突,走出邻避困境。

With the rapid development of social economy and science and technology, environmental protection projects such as nuclear power plants and waste incineration power plants have brought convenience to the public, but at the same time, they will inevitably have a negative impact on the ecological environment around the plant and the residential environment of residents,increased public resistance to such neighbouring construction projects, resulting in such projects into a development dilemma. With the awakening of public awareness of environmental protection and the continuous improvement of the legal construction of environmental protection, the conflict of neighbourhood avoidance in China has become more and more intense. This paper puts forward effective strategies to solve the neighbourhood avoidance effect from different levels of government, enterprises and the public, and then lays out the construction of neighbourhood avoidance facilities reasonably in the process of urban development,resolving the conflict between neighbors and avoiding the predicament of neighbors has become a common concern of the government and the public.
