河南以稳投资为支撑促进经济稳定较快发展的探索

The Exploration of Promoting Economic Stability Rapid Development Supported by Steady Investment in Henan

按照党中央统一部署,河南在稳投资方面储备项目充足,2019年上半年投资增长较快,促进了经济稳定较快发展.但是,目前稳投资方面存在民间投资增速持续较低、政府部门“放管服”改革不到位、基础设施投资项目过度依赖财政资金、部分地区投资项目前期谋划不足等问题.持续推进稳投资需要进一步提高对稳投资重要性的认识水平、在改善营商环境上下硬功夫、畅通项目投融资渠道、加强项目前期准备工作.研究结论认为,稳投资在“六稳”中居于非常重要的地位,改善营商环境的实际效果要通过激活民营企业投资来检验,稳投资需要谋划更多优质项目支撑,保障稳投资需要金融系统的创新与务实支持.

According to the unified deployment of the Party Central Committee,reserve projects of steady investment in Henan are sufficient. The investment grew rapidly in the first half of 2019,promoting the economy develop stably and rapidly. However,steady investment still has the following problems at present:the low growth private investment continued,"Delegating power and optimizing service"reform of government departments have not been put in place,infrastructure investment projects were overly reliant on fiscal funds,and the prophase planning of investment project was inadequate. The continuous improvement of steady investment need to further increase awareness of the importance of investment,put in time and energy in improving the business environment,make investment and financing channels unimpeded,and strengthen the project preparatory work. The study concluded that steady investment is in an important position of the"Six Stabilities",the actual effect of improving the business environment should be verified by the activating of the privately operated enterprise investment,steady investment demands more high quality project support,and the guarantee of steady investment needs the innovation and practical support of financial system.
