人防工程是现代防护工程的重要组成部分,绝大多数位于地表以下,成为地下建、构筑物。在战时抵御各类预定武器杀伤破坏,对工程在防护方面提出的技术指标为防护指标或防护要求,按防护指标设计、建造的工程具有预定的防护功能。但在人防工程施工过程中,可能存在施工监管不到位,设计或施工技术水平参差不一等情况而导致人防施工出现质量问题。对乙类平战结合的人防物资库(不含食品)在具备整改的条件下,可予以整改,但应以保证整改对象的人防功能为前提,同时具有现场可操作性。参建各责任主体应从严把控,建经得起检验让人民放心的良心工程。

Civil air defense engineering is an important part of modern protection engineering. Most of them are located below the surface of the earth and become underground buildings and structures. It is to resist the damage of various types of scheduled weapons during wartime. The technical indicators proposed for the protection of the project are protection indicators or protection requirements. However, during the construction of the civil air defense project,there may be a problem that the construction supervision is not in place,and the design or construction technology level is different,which leads to quality problems in the civil air defense construction. Under the condition of rectification,the personal defense material warehouse(excluding food)combined with the class B warfare can be rectified,but it should be based on the premise of ensuring the civil air defense function of the rectification object,and it has onsite operability. The responsible parties involved in the construction shall be strictly controlled,and they will be able to withstand the conscience project that will reassure the people.
