周恩来从文化发展方向和文化发展规律两个维度对文化发展进行了重要阐释。主要包括:提出文化发展的方向,阐释文化发展的特点,表明文化发展的态度,分析文化与政治、经济的关系等。周恩来文化发展思想对新时代中国特色社会主义文化强国建设有着重要的现实启示,即文化要有明确的发展方向,文化发展要坚持"以人民为中心"的立场,要有正确的文化发展态度,重视和培养社会科学理论工作者,树立民族文化自信。

Zhou En-lai’s view of cultural development has two dimensions: on its direction and on its laws. He pointed out the direction and the characteristics of and the proper attitude to our cultural development, and analyzed the relations between culture and politics and economy. His view has important practical significance to the construction of socialist culture with Chinese characteristics in the new era. We must always center on the people in and take a proper attitude to our cultural development. Importance should be attached to the cultivation of social science workers, and confidence in our national culture should be enhanced.
