始于2013年启动的7个试点碳市场取得了碳排放总量和强度双降趋势的效果,积累了人才和经验。当前,试点碳市场深入开展碳排放权交易试点,全国统一碳市场建设工作井然有序,通过梳理7个试点碳市场的发展现状,总结有益试点经验,建议从制度保障、能力建设、创新服务、稳定试点与全国碳市场关系等方面加强建设全国统一碳市场。

Starting in 2013, seven pilot carbon markets have achieved the effect of double-decline trend in total carbon emissions, and also gained a lot in talents and working experience. At present, the seven pilot carbon markets are carrying out carbon emission trading pilot projects in depth, and the construction of the national unified carbon market is well-ordered. By sorting out the development status of seven pilot carbon markets and the beneficial pilot experience,the suggestions were made to strengthen the construction of the national carbon market in the aspects of system guarantee, capacity building, innovative service, stabilizing the relationship between the national carbon market and the seven pilot carbon markets.
