摘要
在国务院推行简政放权的背景下,人力资源和社会保障部分七批取消了70%的职业资格证书。研究基于2017年9月养老护理员职业资格证取消,在调查研究的基础上,以人力资源管理为理论基础,尝试从建立健全养老服务人才职业发展的相关政策和法律法规、创新养老护理员教育培养模式及体系、打通护理人员职业晋升渠道、强化养老护理职业的专业性和不可替代性,增强职业荣誉感、制定养老服务人才培养政策、建立培训经费投入保障机制等方面提出思考。从探究构建符合养老服务市场需求、中国特色的养老护理员能力水平评价体系,从理论和实践两个方面提出建议,以期引起社会各界对养老护理员职业发展的重视。
Under the background of simplified administration and decentralization by the State Council, 70% of professional qualification certificates have been cancelled in seven batches of human resources and social security. Based on the abolition of professional qualifications of nursing staff in September 2017, on the basis of investigation and research, and on the theoretical basis of human resources management, this paper attempts to establish and improve the relevant policies and laws and regulations for the professional development of nursing personnel for the aged, innovate the education and training mode and system of nursing staff for the aged, open the channels for professional promotion of nursing staff, and strengthen the professionalism and non-professionalism of nursing profession for the aged. This paper puts forward some suggestions on the substitution, the enhancement of professional honor, the formulation of personnel training policy for pension services, and the establishment of training funds investment guarantee mechanism. In order to arouse the attention of all walks of life to the career development of nursing staff for the aged, this paper probes into the construction of an evaluation system of nursing staff’s ability level which is in line with the demand of the market for nursing services and Chinese characteristics, and puts forward suggestions from both theoretical and practical aspects.
