上海残疾人网络创业研究

Research on Internet Entrepreneurship of Disabled Persons in Shanghai

随着双创推进,中国已迎来深度创业时代。在此背景下于残疾人网络创业就业领域开展先行性研究,有助事先谋划提前布局。本文在对残疾人网络创业就业理论综述和研究回顾后,重点研判上海该领域发展现状,认为残疾人网络创业就业存在的人力资本偏低、经济实力较弱、政府扶持不足、服务功能不强、主动意识较差五大挑战,进而提出以培训促发展、提升人力资本含金量,以市场为导向、激发机体自我造血能力,以需求为引领、着力扩大政策受益面,以问题定重点、深入推进专项创业服务,以典型作引导,推动获取更多外部支援等建议。

With the continuous advancement ofinnovation and entrepreneurship, China has ushered in the era of deep entrepreneurship. In this context, conducting pioneering research in the field of online entrepreneurship and employment for disabled people is conducive to prior planning for advance layout. Based on the research review of theory of online entrepreneurship and employment of disabled people, this paper focuses on the development status of Shanghai in this field, then analyzes the difficulties: such as the low human capital, weak economic strength, insufficient government support, service functions are not strong and the sense of initiative is poor. Furthermore, it is proposed to promote development by training, enhance the gold content of human capital, marketoriented, stimulate the body’s self-hematopoietic ability, lead the demand, focus on expanding the policy benefits, focus on the problem. Promote special entrepreneurial services, guided by typical practices, and promote access to more external support as a recommended initiative.
