通过对黑河市1991～2000年病残儿照顾生育医疗鉴定的897例资料的整理与分析,说明出生缺陷干预工程的重要性。建议通过建立和完善出生缺陷干预工作机制,有效提高我国出生人口素质,并唤起广大群众的自觉防患意识。

The article holds that a prevention p roject to restrain birth defects is v ery important according to the analyses of 897cases from Heihe City in the 90's of the last century.It suggests on b uilding and improving the working mechanics for the project so as to arouse the public awareness of s elf -prevention,and to improve effe c-tively China's population quality.
