This paper examines the question of whether health care is a social right or a privilege?Both the American and Chinese systems of health care delivery are organized around the concept of health care as a commodity in a medical marketplace. The nature of health care as a commodity is discussed, but the more socially responsible argument that health care should be a right is emphasized. The primary means for a society expressing concern about the health of its citizens is largely through national health insurance and this situation is reviewed for both countries.
