城市化进程中的小城镇发展研究

Countermeasures for development of towns during urbanization in China

城市化是世界各国经济发展的必由之路.加速我国城市化进程是我国经济和社会发展的客观要求,小城镇发展是城市化中的重要内容.针对我国城市化进程中存在的问题,如城市化水平仍然比较低,城市化严重滞后于工业化,依然相当明显地存在着城乡分割的二元结构,与国民经济和社会发展的要求远远不相适应等.根据我国城市化发展的现状和特点建议:小城镇的投资和发展战略应当是多元化的;城市化的展开要以中小城市和小城镇的发展为重点,使其成为我国农村剩余劳动力转移的重要空间;进一步改革小城镇户籍管理制度;加快小城镇的基础设施建设.

Urbanization is the only way of economic development in every country.It is the impersonal need of the economic and social development in our country to accelerate the progress of urbanization.The development of the town is the important matter.Though the process of urbanization in our country have made great progress,it is still on the lower level.The urbanization has greatly lagged behind the industrialization.There is the obviously dualistic configuration between city and rural area,which can't adapt to the requirement of national economy and social development.According to the actuality and characteristic of the urbanization development in our country,this paper puts forward some countermeasure as follows:The investment and development tactic should be plural.The advance of urbanization should depend on the development of midding and small size cities and small towns,then turn them into the important transfering space of residuary labour force in rural area.We must reform the unreasonable household register system and accelerate the construction of urban infrastructures.
