黑龙江省乡镇企业在过去长期发展中,由于内外部因素的影响,其产业结构虽趋于稳定,但是协调发展格局尚未形成,产业结构优化升级困难重重。乡镇企业产业结构调整的重点应当是:巩固提高第一产业,带动农业产业化;第二产业循序渐进,不断升级优化;第三产业迅速扩大。

Because of the internal and external factors, the industrial fabric of country-owned corporation is stable little by little in HeiLongJiang province, in the past development. But the situation of similar developments has not been existed. The industrial fabric of optimum and improvement has more trouble. The key of modulating the industrial fabric is improving the first industry and forming industrial agriculture, the second industry improve and optimise little by little. The third industry need ealarge rapidly.
