西部国土资源开发利用是西部开发的重要组成部分。如何确立西部国土资源开发利用路径关系到西部乃至全国社会经济可持续发展问题。首次提出了西部国土资源开发利用路径由宏观环境路径、中观管理路径与微观具体路径组成,并围绕它们进行了探讨。

Land and resources development in western areas is one of the most important parts in Western Development. Thus, how to set up the path of land and resources development in western areas is closely connected with the social and economic sustainable development in western areas, and in the whole China. This paper proposes that the path of land development in western areas is combined with the macro-environmental path, middle-management path and micro-concrete path. And on the basis of this, it probes into it.
