德治就是通过道德教化使国人对某些思想理念、行为规范采取认同态度 ,产生自觉心理 ,从而形成凝聚力 ,以达到稳定社会、保证社会正常运转的目的。德治的时代意义是 :德治是市场经济发展与解决社会现实问题的迫切要求 ,是重铸民族精神 ,加强社会主义精神文明建设的客观需要 ,是构建社会主义新思想道德体系的核心和基础。德治是一项复杂的系统工程 ,它一方面强调“官德”和“民德”建设相结合 。

Administering a country by morality is to make us chinese people take admissible manner for some ideology and code of conduct, form conscious psychology and cohesive force to achieve the goal of stabilizing society and deeping society going normally through moral education. Administering a country by morality is badly needed by the market economic development, solution to the social realistic problems, refounding the national spirits and strengthening socialist cultural and ideological progress, and it is the core and foundation of constructing socialist new ideological and moral system. Administering a country by morality is a complicated systematic engineering. On the one hand, it emphasizes the integrating government official's morality with the masses. On the other hand, it emphasizes the unity of ruling by morality and ruling by law.
